Taipei City Government announced the “Urban Renewal 168 plan Version 2.0" program on October 4, 2016. This a comprehensive program to speed up the private sector’s urban renewal process. The program was widely accepted by public. Until December 23, 2016, Taipei City Urban Regeneration Office (URO) publicly announced 41 new projects have submitted (including transitioned cases) for the “Urban Renewal 168 plan”. 15 projects have completed its review and were approved, accounting for about 23% of the total cases. Other cases are under supervision by the Deputy Mayor Lin, Chin-Rong to resolve any dispute matter during the review progress. The average time to process the cases under the “Urban Renewal 168 plan” was approximately 139 days. By studying the “Rights Transformation plans ” of those cases, The URO found that the program can contribute to 18.8 billion NTD of investment value into the market and effectively promote economic development. This urban renewal project can create the public benefits, including the resettlement of existing households, provide additional vehicle and bicycles constructing, establish pedestrian sidewalks, encourage and promote green building design, disable friendly environment, and prevent urban natural disaster. The URO again emphasized that the reason for “Urban Renewal 168 plan 2.0 version” program’s success was contributed through the horizontal review process of related disciplines and departments. Several supporting measures for the 168 project to accelerate the issue of building permits and the implementation of pre-registered property right pre-registered system, effectively reduce the handling time, saving the public interest burden of about 1.5 months. In addition, in order to reduce the landlord's burden, the Central Government has discuss to implement a reasonable tax law and to amend the "Urban Renewal Ordinance" for local government to customize Urban Renewal related regulations that can help increase and encourage private urban renewal projects The Taipei City Government vowed to adjust the housing tax rate in 2017 as a supporting measure to encourage resident and land owners to participate in the renewal process. The URO emphasized they will continue promoting the “Urban Renewal 168 plan” to assist those cases that have reached 100% agreement with no controversial aspect to speed up their review pace. In addition, the URO expects to continue presenting more breakthrough performances to show its determination to accelerate urban renewal for the private sector by next mid-year.
